Abstract: Operation Turquoise order does not speak of genocide. It orders to contact the local authorities to incite them to restore their authority though they are responsible for the massacres, the authorities opposed to the massacres having been eliminated. It aims to counter the offensive of the RPF and plans to go as far as Kigali.
Comment: Operation Turquoise doesn't talk about genocide. He plans to go to Kigali. He urges to contact the local authorities to "encourage them to restore their authority" while all these leaders organized the massacres, the others having been eliminated. Considering that the bands which massacre the Tutsi are uncontrolled elements, he whitewashes the Rwandan army and the interim government. The initial objective is to counter the RPF which wants to cut in two "the western part of the country still under government control". This RPF offensive towards Kibuye is false information disseminated to hide the massacres of Tutsi still in progress when the French arrived. The phrase "subsequently be ready to gradually control the extent of the Hutu country in the direction of Kigali" betrays the thinking of the French general staff on Rwanda which is the country of the Hutu. The Tutsi are only foreigners there and, if they want to stay there, they are invaders.
