Abstract
According to the American defense attaché, the presidential guard is out of control and the other units of the Rwandan army are doing nothing to stop it.
Comment
US Defense Attaché Lt. Col. Charles Vuckovic was assigned to the US Embassy in Cameroon but also had responsibility for Rwanda, a country thousands of miles away. Coincidentally, Vuckovic had arrived in Rwanda on April 5, 1994. Given his background, his briefings proved useful to policymakers in Washington, and his presence helped evacuate American citizens. The information conveyed by Lt. Col. Vuckovic that "Rwandan Army Headquarters reports that the Presidential Guard is out of control on the streets of Kigali while all other military units remain in their barracks< /em>", will be censored on the afternoon of April 7. Lt. Col. Vuckovic saw "no effort from other military units to stop the Presidential Guard". His report, while again identifying the presidential guard as the main perpetrators of the violence, also recommends control, organization and discipline within the regular army.
