Abstract
- No truce in Kigali in Rwanda: rockets fired a few minutes ago at the airport; fighting still opposes the army to the rebels of the FPR.
- Last night [April 13] the UN Security Council announced mediation under the auspices of the United Nations. The rebels refuse to discuss a ceasefire. And it was in this climate of war that the Belgians tried to round up and evacuate the last foreigners.
- Day after day, Belgian troops continue to evacuate their nationals. The soldiers are always very tense, the expatriates feverish even terrified. And there is reason: again this morning, one of the convoys was taken under fire. The response was immediate. Fortunately there will be no injuries.
- But the Belgians are forced to take more and more risks. All foreigners in the capital have been bailed out. There are only some left outside of Kigali.
- The soldiers will also discover completely panicked inhabitants: these hundreds of Tutsi refugees are calling for help. For three days bands of Hutu had been harassing them. They have also been attacked on several occasions. In this village, 17 Belgians and an Italian worked in the psychiatric hospital which is now overwhelmed by gunshot wounds.
- The Belgian soldiers hope to have completed all the evacuation operations before the expiration of the ultimatum issued by the rebels of the RPF, ultimatum set for this evening. Since yesterday [April 13] the rebels have been in the capital and they have no intention of negotiating.
