Abstract
3. Significant numbers of RPF troops have left the DMZ and are on the outskirts of Kigali, but have not entered into combat yet. The minister of Defense, who did not board Habyarimana's plane as scheduled, has returned to Kigali. 7. Belgian PolOff [political officer] informed USUN PolOff that 500 Belgian paratroopers are standing by in Nairobi to reinforce the 400 Belgians at Kigali, if needed. They will stay beyond the departure of the French, until the last Indian shopkeeper is out.

Defense Minister Augustin Bizimana is said to have accompanied President Habyarimana to the Dar Es Salaam conference on April 6, but he did not return with him. 500 Belgian paratroopers from Operation Silver Back are locked in Nairobi. Only 400 Belgian paratroopers were authorized to land in Kigali by the interim government, of which France was the spokesperson for the UN.
