In 1990, thousands of Tutsi were massacred by the army. On the one hand, government forces with a Hutu majority. On the other, the Rwandan Patriotic Front made up of the Tutsi minority. A civil war, the Hutu community wanting at all costs to keep power and refusing any democratization.
