- The flow of Rwandan refugees continues at the Zaire border. France decides to increase its financial aid and announces that 2,000 UN personnel will be on the ground by the end of August.
- The formation of a new government in Rwanda is not preventing the population from fleeing. An estimated 1,200,000 Rwandans are heading towards Zaire and are crowded into camps where a cholera epidemic is feared.
