Abstract
- Dramatic situation in Rwanda: a massive exodus of hundreds of thousands of refugees is increasingly pressing towards the border with Zaire. The UN, at France's request, is calling for an immediate ceasefire on the ground.
- Pursued by the fighting, government soldiers and Hutu civilians are fleeing the inexorable advance of the RPF.
- On Wednesday [July 13], the Tutsi of the Rwandan Patriotic Front took Ruhengeri, the last stronghold held by the troops of the former regime. Since then, a human tide of refugees has been flowing towards the Zairean border.
- Here, on the other side in Zaire, Goma, the border city, is overwhelmed by the influx, and humanitarian organizations are stretched to their limits. Samantha Bolton of Doctors Without Borders: "In just one day the situation has become catastrophic. This morning there was nobody here. Now there are 250,000. Tomorrow [July 16] there will be nearly a million, at a rate of 600 arrivals per minute".
- The challenge: to stop this mass exodus and avoid a humanitarian catastrophe. At the initiative of France, the Security Council last night demanded an immediate and unconditional ceasefire and recommended the resumption of political dialogue in Rwanda.
- The UN is also calling for the mobilization of all available international resources to provide emergency aid to the civilian population.
