Abstract
Hungry, exhausted, and destitute, there are 1,500,000 Rwandan refugees in Zaire. The Red Cross expects another two million. These unfortunate people have lost everything, and nothing has been planned for them. This illustrates the scale of this new catastrophe that is unfolding.
- In Goma, Zaire, humanitarian organizations are struggling to keep up. We traveled the refugee route again yesterday [July 19]. Fifty kilometers of people walking, fifty kilometers of people settled on the roadside. One million people. And two water tankers.
- As for food, only the ICRC currently has 1,000 tons, which it is distributing sparingly. The airlift, which began two days ago, is woefully inadequate, as the airport is very poorly equipped.
- The UN agencies, UNHCR and WFP, also arrived very late, which is difficult to understand given that this mass exodus began 15 days ago. And the non-governmental organizations are also absent.
- Fortunately, these Rwandans arrived with enough supplies to last them two or three days, sometimes eight. But not all of them. Today, we saw many more exhausted people supported by their families, and several processions accompanying their dead.
