Abstract
"France is not the policeman of the world". It is by this formula that François Léotard launched yesterday [June 29] in Rwanda an appeal to European and African countries. The Minister of Defense calls for international aid. - France no longer wants to be alone in Rwanda. During his quick visit to the field yesterday [June 29], François Léotard took the measure of the difficulties in 24 hours. In a confused situation, faced with hundreds of thousands of refugees, to help and protect, the challenge is immense. The Minister of Defense asks other European and African countries to reach out to these innocent victims. France does not want to play the policeman of the world.
- For the moment only 40 Senegalese soldiers are engaged in Operation Turquoise. French forces are already preparing to hand over to UN peacekeepers at the end of July. Until then, humanitarian action is always the priority.
- François Léotard: "We are not there to interpose ourselves between the combatants. We are not there to help one faction against the other. So from the moment these instructions are given to the forces, they respect them. Of course, if they were threatened, they would fight back".
- From hour to hour the risk of a confrontation increases. Reinforcements have been sent south of Lake Kivu where the Rwandan Patriotic Front is attacking villages. Objective of the rebels: to take Kibuye and thus cut off the government forces from their bases. The respite of French arms is more fragile than ever.
