Abstract
- A controversy now on the attitude of the French government towards the war in Rwanda. After six weeks of particularly bloody fighting, several humanitarian organizations accuse Paris of having supported the regime in place.
- Rwanda is the only country to vote against. After nine hours of debate, resolution 918 authorizes the dispatch of 5,500 blue helmets. A change of course. Last month, the UN decided to leave only a handful of soldiers in Rwanda.
- But these 5,500 men will not be allowed to use force. Resolution 918 demands a ceasefire from the belligerents and decrees an arms embargo.
- Back from the refugee camps, a member of Doctors Without Borders sent an open letter to François Mitterrand to reproach him for his overly timid diplomatic action. According to this doctor, the ongoing massacres in Rwanda are the work of the Rwandan government army, a government army armed and financed by France.
