Abstract
5. Comment: Tomorrow, July 15, we expect France to seek the Council's guidance on what should be done with Interim Government leaders found in the safe zones. French PolCouns informed U.S. PolOff that several have already turned up. PolCouns expressed no preferred response, saying "they are totally in the Council's hands." He also noted that the leaders are extremely popular among refugees in the zones, and that France fears attacks on their forces should they be arrested.
