Abstract
Report of the Colonel Rosier's secret meeting with Augustin Bizimana, Minister of Defense, and Jérôme Bicamumpakaka, Minister of Foreign Affairs.
Comment
This meeting reveals that Operation Turquoise is not neutral and hides another operation which initially aims to rescue the FAR and the interim Government. Although it is said that there is no question of providing them with shells for the guns that Rosier himself had entrusted to the FAR in 1992, the tone of the letter is ambiguous. He reveals the satisfaction of noting the union of Rwandans, that is to say Hutu against the RPF. The connivance appears when it is said that it has "more political reality", in other words the Tutsi are all or almost all dead. It flashes in the eye when Rosier writes "the straw men have fallen", which means that the Hutu in favor of the Peace Accords, of sharing power with the RPF, have been assassinated. Rosier does not condemn possible new massacres but says that it would harm their reputation. General Huchon made similar comments to Colonel Rwabalinda.
