Abstract
The RPF is attacking south through the DMZ. They expect to be in Kigali to morrow. The RPF justified the move because the ceasefire had been violated. Its Kigali contingent had been attacked. The Rwandan army is killing officials and Tutsis, and the UN is unable to control the situation. The RPF will not interfere with expatriate departures and will cooperate with UNAMIR and foreign governments in Kigali.
