France invites the representative of Rwanda to leave the Security Council

Abstract: In this note from the Directorate of African and Malagasy Affairs at the Quai d'Orsay announcing the departure to Zaire of the Rwandan interim government which had taken refuge in the Humanitarian Zone created during Operation Turquoise, it is said that "following a contact with our mission in New York, the current representative of Rwanda, Mr. Bizimana, said he was ready to give up informally to sit on the Security Council. He could announce it quickly to the President of the Council".
Comment: If it were needed, here is the written proof that this representation of the Rwandan interim government on the Security Council was kept at arm's length by French diplomacy. In particular, on June 16, 1994, a note from the Quai d'Orsay asked its representation at the UN "to approach Mr. Bizimana confidentially to make him understand that we expect him not to intervene in discussions in the Council".
