Abstract
On April 26, 1994, Human Rights Watch sends a letter to Bruno Delaye, advisor to French President François Mitterrand, expressing concerns because the French government officially received a delegation from the "self-proclaimed government of Rwanda", and asking the French government to use his considerable connections with the Rwandan army officials to publicly urge them to put an end to the genocide that they put in motion.
