Belgium, Germany, and the United Kingdom were unable to agree on Rwanda's borders in 1916 because they were at war. It was the Brussels Agreement of May 14, 1910, that severed several Kinyarwanda-speaking regions from Rwanda, then OstAfrika, including Bufimbira (Uganda) to Great Britain, and Bwishya, Gishali, and Idjwi Island (Congo) in Lake Kivu to Belgium.
