Abstract
Kambanda asks the King to intervene in order that RPF agrees to negotiate with his government. He expresses regret for the deaths of the ten Belgian peacekeepers but rejects responsibility on the UNAMIR headquarter. He regrets the massacres of innocent people in the part of the country controlled by his government, but says they have not been planned.
