Le 26 mars 2021, l'historien Vincent Duclert remettait au président de la République, Emmanuel Macron, le rapport de la Commission de recherche sur les archives françaises relatives au Rwanda et au génocide des Tutsis, après deux ans de travaux destinés à faire la lumière sur le rôle et l'engagement de la France entre 1990 et 1994. Pour débattre de ce rapport, la Fondation a rassemblé le 30 septembre dernier plusieurs personnalités ; leurs différentes interventions sont reprises dans le compte-rendu ci-dessous.

James Gasana, former Rwandan Minister of Defense, suggests that regarding the RPF attack in early October 1990, not only was Habyarimana informed about it but that he had concluded a kind of agreement with Rwigema so that the latter would launch a limited attack in order to force the MRND party to accept the return of the Tutsi refugees. Belgian Ambassador Johann Swinnen confirms this hypothesis. Furthermore, James Gasana emphasizes that France was disinterested in the Arusha negotiations. In particular during those that led to the ceasefire agreement of May 31, 1993.
