Abstract
Hubert Védrine proposes in this forum the internationally controlled creation, within the current borders of Rwanda and Burundi, of two distinct states, Hutu and Tutsi, associated if possible in a confederation endowed with arbitration powers.

While General Quesnot accused Ugandan President Museveni and Kagame of wanting to constitute a "Tutsiland", Hubert Védrine, taking up the fantasies of secular antagonism
Hutu-Tutsi and the Hima-Tutsi Empire, wants to create a Tutsi state and a Hutu state! Four years later (and even still today), Hubert Védrine still adheres to it, which is to say how imbued with the racial ideology of the perpetrators of the massacres. This is to say how close he, Mitterrand, his collaborators and other French leaders were to them, to the point that one has to wonder which one influenced the other.
