Abstract
The order published on November 17 by the French anti-terrorism judge Jean-Louis Bruguière, which concludes with the issuance of nine international arrest warrants against the close collaborators of Rwandan President Paul Kagame, raises more questions than it provides no answers to the enigma of the attack which, on April 6, 1994, cost the lives of President Habyarimana as well as the President of Burundi and the three members of the French crew.
