Abstract
Rose Kabuye, a close of Rwandan President Paul Kagame, is transferred this morning to Paris from Germany where she was arrested. She will be questioned by French judges on her alleged involvement in the 1994 assassination of President Habyarimana, the trigger for the Tutsi genocide. This instruction poisons relations between France and Rwanda that Sarkozy had sought to improve. Detaining Kabuye could lead to prosecution by Kigali of senior French officials at the time of the genocide.
