Abstract
On April 8, 1994, stressing the "latent opposition between Hutus from the North and the South", and the fact that "the opposition was systematically beheaded", the DGSE raised the hypothesis of an "organized and carefully prepared political plot, as shown by the execution of the attack, which is relatively complex from a technical point of view". That same April 8, she noted the "ostensible neutrality" and "reserve" of the RPF.
