For Jean-François Bayart, Alain Juppé's proposal for a French intervention in Rwanda and his analysis of the situation put the Ministry of Foreign Affairs and the diplomatic instrument back at the center of French policy in the region, where other centers of power in France had favored a military approach.

If for Jean-François Bayart it is unimaginable to think that French diplomacy could have guaranteed arms deliveries after April 6, 1994, he nevertheless considers in this interview that the responsibility of France would be "literally frightening" if the orders of deliveries came from other decision-making centers in the French Republic.
