Abstract
RPF forces are equipped with anti-aircraft artillery and SA-7 portable air-to-ground missiles. When the fighting broke out in early April, Hutu regime troops had about 35 anti-aircraft artillery pieces and – according to information passed from [name withheld] to [name withheld], the US defense attaché – 15 French Mistral surface-to-air missiles. Hutu soldiers – probably including members of the presidential guard – are almost certainly responsible for the attack on former President Habyarimana's plane as it landed on April 6, 1994.
