Abstract
The service is not able to confirm this article by Steven Edwards according to which Kagame was the author of the attack with the help of a foreign government. It would be based on a UN investigation conducted between April 1996 and May 1997. Indeed, judging the progress of the Arusha negotiations too slow, the leader of the RPF would have preferred a clear military victory to a hypothetical sharing of power. The service never had knowledge of this confidential UN report.
