Abstract
The Zero network is suspected of being at the center of the plot which resulted in the attack of April 6, 1994 and of being responsible for the systematic planning of the abuses. This information comes from statements by Alphonse Nkubito, former Kigali prosecutor, now Minister of Justice, to a FIDH delegation at the beginning of 1993. This network is a parallel organization formed in 1991 during a meeting between members of the MRND directorate and officers. They estimated that the sharing of power desired by Habyarimana would have brought it back to the Hutus of the South. Hence a planned coup d'état to replace Habyarimana with another officer from Gisenyi. The list of members of this network would have been drawn up essentially on the instructions of Mr. Nkubito. Agathe Habyarimana and her brother Mr. Z are considered the real brains of the organization. The "death squads" would be the armed wing of the Zero network.
