Abstract
In this press release, HRW sounds the alarm about the killings taking place in Butare province, the detention of 5,000 civilians in Cyangugu and the ongoing executions. The statement calls on the international community to clearly announce that the Rwandan government will not benefit from international recognition and asks the UN Security Council to reconsider its decision to reduce its forces deployed in this country.
