Abstract
- Opening tomorrow [November 8] in Biarritz of the 18th Franco-African summit. 26 heads of state will be expected there and a total of 35 countries will be represented.
- At the same time, a meeting will take place, also in Biarritz, between opponents from all these countries, humanitarian organizations and international experts to examine France's African policy in particular.
- At the beginning there were the massacres. Victims: Tutsi and moderate Hutu. Guilty: the power which was allied with France. The power that had its men trained by French soldiers.
- Very quickly the paratroopers saved the French and European expatriates in Kigali but also some leaders of the massacre clan. Officially, this was to ensure the safety of the evacuation.
- They had eight days to clean up the embassy and destroy the traces of cumbersome military cooperation which will also be denounced in Biarritz. François-Xavier Verschave: "There are a dozen non-governmental organizations. And then there are most of the great Africanists, great researchers, people like Rony Brauman too, who will participate in an indictment for two days in Biarritz of France's African policy to try to bring it back to democratic reason from which it has completely escaped".
- The new government in Kigali is not invited to Biarritz in fact. Yet two-thirds of its members are Hutu democrats who risked their lives during the previous regime, who fought or survived the genocide.
- But for a few weeks now we have been talking complacently about abuses committed by the FPR to justify the absence of an invitation to Biarritz. As if there had been no genocide.
