Abstract
- 300 Operation Turquoise soldiers are expected to leave Rwanda by the end of the month. This is the first stage of the French disengagement demanded once again yesterday [July 12] by the RPF.
- When launching Operation Turquoise, France always focused on a short-term mission. The objective was to give the UN force time to establish itself. Today, the French mission took place within the exact framework assigned to it by the UN Security Council. It was limited to a strictly humanitarian objective and is of limited duration.
- Following Edouard Balladur, François Léotard urges the international community to take over from France in Rwanda as quickly as possible. François Léotard: "We will have a withdrawal beginning before July 31st, of around 300 soldiers, a withdrawal to be followed by the arrival of African soldiers. This is what we have wanted from the beginning. That is to say, our intention is not to replace the Africans; we were obliged to do so, but as soon as we can and as soon as these contingents arrive, we will withdraw".
- A departure before the end of August, yes, but on the condition that the replacement of the 2,500 French soldiers does not jeopardize the security zone they created. While the Prime Minister received guarantees in New York, we are still waiting for action. Because the situation in Rwanda is worsening: refugees continue to arrive, the fighting continues. According to the Red Cross, the war has claimed a million victims.
