Abstract
- Alain Juppé, who was in New York yesterday [July 11] with Edouard Balladur to plead the Rwandan case this time. France has launched an urgent appeal to the international community for a rapid handover, especially since the RPF has just requested that Operation Turquoise troops leave the country as planned on July 31.
- Thousands are taking the path of exodus to seek refuge in the French protection zone. According to the Red Cross, soon more than three million Rwandans will need assistance. Operation Turquoise soldiers risk being overwhelmed very quickly. These soldiers are increasingly undesirable for the RPF. The rebels of the Rwandan Patriotic Front demanded this morning the departure of French troops before July 31.
- Edouard Balladur is therefore waiting for the UN to take over as soon as possible. The Prime Minister pleaded yesterday [July 11] before the Security Council in New York for reinforcements for UNAMIR troops, the United Nations Mission in Rwanda. Edouard Balladur: "What I came to say today to the international community, to the Security Council, is, first of all, that we hope that France's efforts will be taken up by the international community in the coming weeks. And that a number of countries that have made commitments or promises will implement them".
- But the UN does not seem in a hurry to take over: no timetable has been set, and French soldiers are not expected to leave Rwanda before the end of the summer.
