Abstract
- Tensions have risen again in Rwanda. Yesterday [July 4], French soldiers created a humanitarian zone in the southwest of the country to protect civilians. The RPF announced its condemnation of this initiative. The risk of conflict is now significant.
- This morning, Kigali is entirely in the hands of the RPF. This was confirmed to us yesterday evening [July 4] by the man who stormed the city, a young 35-year-old colonel. The city was taken in two hours. There was, in fact, little fighting. The RPF took many prisoners. The troops that captured the Rwandan capital left yesterday evening for the northwest, towards other conquests.
- With the capture of Kigali and Butare, the country's second largest city, the RPF now holds most of the country. It achieved its conquests alone, and we can already predict that, for France, this victorious RPF will be a difficult interlocutor tomorrow. As proof, yesterday evening [July 4], in response to the order received by the French troops not to retreat, the young RPF colonel who conquered Kigali commented: "It would be better for France to stick to the humanitarian aspect of the mission entrusted to it by the UN".
