Abstract
- The 2,500 soldiers of Operation Turquoise are gradually arriving on site. They are based in Zaire in Goma and Bukavu and carry out reconnaissance in Rwandan territory. According to the staff, they would have discovered mass graves yesterday [June 24] but they did not identify the ethnic origin of the victims and the perpetrators of the massacres. During their first contacts with the Tutsi refugees, the French soldiers were well received by the Rwandan populations.
- Reconnaissance and surveillance patrols resumed this morning east of Lake Kivu. Small groups of paratroopers, usually five or six, circulate on the mountain roads in search of pockets where Tutsi refugees are believed to be hiding. The officers remain very discreet about the number of men deployed in the region. These patrols aim to ensure the protection of the Tutsi in this region under the control of the government Hutu army.
- The local population, for its part, the majority Hutu, continues to give an enthusiastic welcome to the soldiers. The roadblocks, manned by militias, have disappeared.
- The French soldiers have made some macabre discoveries since their arrival on Thursday [June 23]: several mass graves have been spotted. The staff nevertheless took care to indicate that it was not in a position to reveal the number of bodies and the ethnicity of those massacred.
- In Goma the French system continues to be put in place. Those responsible should decide soon to open a second axis of penetration into Rwanda: this time it concerns Gisenyi in the north where Hutus have gathered who have fled the areas under the control of the armed opposition.
- In Kigali the situation remains extremely tense. Yesterday [June 24] the Red Cross hospital was bombed. This morning again, the rebels of the Patriotic Front stepped up their attacks. However, it seems that the RPF is less critical of the French operation.
