Abstract
- Boutros Boutros-Ghali's admission of impotence on Rwanda: the UN Secretary General described the continuation of the genocide in Rwanda as a failure for the international community. It was yesterday [May 25] at UN headquarters.
- Boutros Boutros-Ghali: "We are all responsible for this failure. Not only the great powers but also African countries, non-governmental organizations, the entire international community. It is a genocide. 200,000 people have been killed since nearly two months in Rwanda and the international society is still discussing what needs to be done! Unfortunately, I say with great humility that I failed! It is a scandal".
