- In Rwanda, despite a ceasefire agreement concluded between the Rwandan government and the Patriotic Front, the massacres continue. According to MSF-Belgium, 170 people treated in Butare hospital, mostly Tutsi, were brutally murdered by the presidential guard.
- The Butare massacre dates back to Saturday morning [April 23], it continued for three days. The presidential guard, accompanied by civilians, reportedly forcibly evacuated more than a hundred patients from this hospital to finish them off.
- Since last Thursday [April 21], the Security Council has reduced the presence of UNAMIR to 270 men.
