Abstract
- No truce in Rwanda where the carnage continues. The rebels have further gained ground in the north of the country. A new meeting between the belligerents to try to bring peace is scheduled for Saturday [April 23] in Tanzania.
- Possibly 100,000 dead in the last two weeks. A real human tragedy is unfolding in Rwanda with almost general indifference.
- Fighting has spread across the country and Rwandan Patriotic Front forces claim to have gained ground in the north. The most total anarchy reigns: there is no longer any state, the interim government has fled. The last blue helmets leave the country. They have completed their mission to evacuate Westerners.
- On the spot, only a few humanitarian organizations try to bring a minimum assistance to the population, difficult assistance in the middle of this chaos. With them, the 2,500 men of the United Nations Special Mission. But until when?
- Jacques-Roger Booh-Booh, "United Nations Special Envoy to Rwanda": "If the two parties cooperate, we can help them. But we must be very clear: if they do not sign a ceasefire, we we won't stay here".
- The deadlock therefore seems total despite the talks announced for Saturday [April 23] in Tanzania. The Rwandan Patriotic Front will send a delegation but refuses to meet the government.
