Abstract
- Serb bombardments which continue in Gorazde, thousands of people still fleeing the fighting in Rwanda. In both cases the UN had sent blue helmets. Soldiers who have become helpless and who today feel humiliated. Why this stalemate?

On Wednesday [April 20], 800 soldiers left Kigali. UN officials say: "We have neither the mandate nor the means to prevent the continuation of the ethnic massacres".
- Disgust, anger of the Belgian Blue Helmets after so many massacres and the summary execution of their comrades.
- Budget problem or mission impossible? The mixture of humanitarian, military, peacekeeping concept creates a real jungle where the Blue Helmets get bogged down.
