Abstract
- In Rwanda no truce: in Kigali the fighting continues between Tutsi rebels and Hutu government troops.
- After the hope of a truce, the sound of heavy weapon fire is all the more heartbreaking. They continued all day Sunday [April 17], interspersed with bursts of automatic weapons.
- The city is not burning yet and few buildings are destroyed because the objectives are precise: they are military camps, communication centers or a radio station. But the inhabitants despair of seeing the end of this deadly conflict which has already caused thousands of deaths, even tens of thousands, made for the most part in ethnic clashes between Hutu and Tutsi.
- Barely begun, contacts between the belligerents are bogged down: the Rwandan Patriotic Front and government forces met on Friday [April 15] for the first time and laid down conditions for the conclusion of a truce. But the next day [April 16], the staff of the regular army was changed and the continuation of the discussions became even more problematic. Scheduled for Saturday [April 16], a second meeting has still not taken place.
- Meanwhile, RPF leaders claim they have the ability to take the city, that it is only a matter of time.
