Comment
This note from Colonel Delort, former commander of the French military operation in Rwanda which saved the Habyarimana regime in February-March, describes exactly what will happen in April 1994. The planned coup d'etat and elimination of the President Habyarimana is therefore known to the general staff of the French army. The qualifier "dangerous" translates the dissent of the French soldiers vis-à-vis these agreements of Arusha. Should we note that the news of this agreement on the integration of the two armies is learned by Radio France International and not by French diplomacy which seems absent from Arusha?
