7 April marks the 31st commemoration of the Genocide against the Tutsi in Rwanda.[1] Between April and July 1994, 75 percent of the Tutsi minority in Rwanda was exterminated by extremists of the Hutu majority.[2] After three decades of investigations, the identity of those who shot down late President Juvenal Habyarimana's plane – the act said to have triggered the genocide – remains in dispute.
